回歸五年，爭取直選行政長官和立法會議員的民主運動陷入低潮。佔有最多立法會民選議席的民主黨，被批評立場軟化，爭取不力。民間團體於是另起爐灶，謀求在政府檢討2007年政制安排之前，在社會上再引發討論，製造民意基礎，推動全民普選。
