This program analyses what measures Financial Secretary, Antony Leung will propose in this first budget speech next Wednesday, to counter an expected 68 billion dollar deficit. A government report recently found Hong Kong's budget deficit is not cyclical but structural and it could rise to 2 trillion in 20 years time. Also, if expenditure is not cut, Hong Kong's reserves will be depleted in seven years. Another report, released Friday, suggested changes to the tax base to increase revenue
