Reviews the events leading to the English Schools Foundation (ESF) scandals of financial mismanagement and dysfunctional senior management. Debates whether students of ESF, as opposed to other international schools, have the same right as public school students in receiving government subsidies and the legitimacy of the government's plan to slash 6.4% off the ESF budget. Discusses how to open up ESF for scrutiny by all stakeholders. Newly elected Chairperson, Felice Lieh Mak clarifies that ESF schools are not monopolized by expatriates because 70% of the students are permanent residents of Hong Kong.
