Cross-party welfare motions blocked; and the CE's first Q & A since election (15 Oct 2004)

The government wins its first real test as functional legislators use split voting system to block two cross-party social welfare/livlihood motions which were approved by directly elected legislators. And in his first Q and A session since the election, the Chief Executive vowed to improve his people-based governance. However, the sitting had to be temporarily adjourned by the president after claims by Leung Kwok-hung that he had been assaulted by two of Mr Tung's bodyguards.
