Examines the problem of innocent Hong Kong people being detained on the Mainland without a fair trial. Also looks at human rights abuses that Hong Kong residents suffer when they are detained. Such abuses include beatings and torture. Priscilla Leung Mei-fun (School of Law, City University of Hong Kong) discusses the issue. Timothy Tong (Deputy Secretary for Security) discusses the Mainland legal and judicial system problems that make it difficult for Hong Kong government to do anything about the problem. Ho Hei-wah (Director, Society for Community Organization) and Allen Lee Peng-fei (Hong Kong Delegate, National People's Congress) talk about the issue.
