Discuss education issues with Arthur Li, the Secretary of Education and Manpower (22 Feb 2004)

The heads of universities have agreed to the new funding allocation formula. Arthur Li Kwok-cheung (Secretary of Education and Manpower) expects the Legislative Council will pass the 2004-05 budget and says the government's matching grant, which matches dollar for dollar funds raised by universities, more than compensates the budget cut. He agrees that changing the academic structure to 3-3-4 years for junior secondary, senior secondary and university is costly and public opinion on this will be sought. He will promote specialization of universities and increased collaboration among them. Also discusses bullying in schools which he says is a social problem.
