Doomed democracy (02 May 2004)

On 26 April 2004, the National People's Congress Standing Committee (NPCSC) categorically ruled out the two direct elections (or dual universal suffrage) in 2007/08 and stipulated that the 1:1 ratio of functional to geographical constituency seats shall remain. Qiao Xiaoyang (Deputy General Secretary, NPCSC) says the business sector must be protected. Businessmen, like Ronnie Chan Chi-chung, are fearful of universal suffrage and they oppose to a reduction in functional constituency seats. Analysts stress the significance of communication between the Central Government and pro-democracy members despite Qiao's refusal to meet with those pro-democracy legislators deemed as radicals.
