Hooked on tobacco ; Backlash at the ballot box (18 Nov 2003)

China has been battling high smoking rate for decades. Ironically, the tobacco industry is a state monopoly and is China's biggest tax revenue generator. Looks at the conflict China faces as it relaxes its tobacco policy towards foreign tobacco companies after joining the World Trade Organization. The District Council Election will pit the Democratic Alliance for Betterment of Hong Kong against a loose coalition of pro-democracy groups. However, a survey shows that 76% of the surveyed consider livelihood issues rather than political stand of the candidates as the deciding factor in their votes. Interviews candidates from the Kwun Lung Constituency.
