Interpretation of the Basic Law by the National People's Congress Standing Committee (02 May 2004)

Discusses the April 26 ruling by the National People's Congress Standing Committee (NPCSC) on the 07/08 direct election. Ma Lik (Chairman, Democratic Alliance for Betterment of Hong Kong) says his party respects NPCSC's decision and finds it quite acceptable. But James To Kun-sun (Legislator, Democratic Party) says what NPCSC has done is amending the Basic Law (BL), not interpreting it and that the autonomy of Hong Kong, as promised in the BL, has been eroded now that Beijing is dictating everything. He says the election system must be changed in order to elect a good leader for Hong Kong.
