<p>Academics say China&#39;s overheating economy is mainly caused by small town cadres who, in their zeal to advance their career, push through &quot;achievement projects&quot; that are of poor economic benefit and severely disrupt people&#39;s livelihood. Looks at some projects in Anhui, Guizhou and Chongqing. Explores the root of the problem and why macroeconomic adjustment may not provide a soft landing for the economy.</p>
