Hong Kong has closed its chapter on the Vietnamese boat people saga. But the refugee problem is far from over. About a thousand refugees currently live in Hong Kong. Many of them are from Africa and Asia. They face an uphill battle before they can begin their new lives. And as with the Vietnamese, Hong Kong may end up at having to shelter some of them indefinitely. This episode finds out the challenges posed to Hong Kong society and government by the refugees in limbo.
