This week's perspective comes from Richard Elman, who founded the Hong Kong-based commodities and shipping concern The Noble Group. Over sixteen years the group has grown into a global enterprise with a turnover last year of HK$14bn. Tonight, Mr. Elman explains why he believes the SAR should be opening its border with the mainland, and suggests measures to help ease the current unemployment rate.
