More than 200 roadworks are being carried out right now in the territory. They cause air pollution, traffic problems. They affect businesses and leave a bad impressions on visitors. Some roads seem to be forever in a state of disrepair. No work seem to be done for days on end at other sites. And it seems the government is at a lost as to what to do. So it's now proposing a bill to charge utilities companies and contractors for delays in road excavations. Would that be an adequate deterrent? This program indicates that due dates for completion shown at sites may not be true; they are subject to changes
