York Chow Yat-ngok (Secretary, Health, Welfare and Food Bureau) says avian flu is definitely a threat but after SARS, Hong Kong is better prepared to deal with outbreak of infectious diseases. Explains what the new Centre for Health Protection is doing about the flu outbreak at the Caritas Medical Centre. Outlines how he plans to make the Hong Kong healthcare system sustainable both financially and quality-wise. With regards to welfare, he says he will help the lower strata of the population, those who fall through the Comprehensive Social Service Assistance net and those really needy people identified by social workers.
