What drastic budget cut means to higher education in Hong Kong? (25 Jan 2004)

Edward Chen Kwan-yiu (President, Lingnan University) says the universities accept reluctantly the 10% budget cut for fiscal 04-05 to share the hard times with Hong Kong. He says as a liberal arts university, Lingnan already finds it difficult to operate under the current funding scheme, let alone a budget cut. His staff has agreed to reduce salary and benefits, but further savings will have to come from staff reduction which will affect the quality of education. He agrees that there is fat in higher education that he believes can be dealt with by budget cut and restructuring the education system.
